This category describes the act of creating a metadata record instead of the record itself (or even the learning object that the record describes). This category describes how that process can be identified (assuming of course you want to identify it, sometimes its best to let sleeping dogs lie), who the yahoos are that participate in the process, how they conduct their nefarious business, when shit happens, and if you're lucky why the hell anybody cares.
